Chapter 8: Governance, Democracy, and the Witanmeet

The Prevention of the State

Of the state, prevention is better than cure. Prevention is the man who has inherited the virtue of the King without his vice. The vice of the King is his hunger for the free will of other men. His virtue is his responsibility for the good of his kingdom. The virtue of the father is responsibility for the good of his family. The virtue of the voter is responsibility for the good of his nation. The virtue of the voter is when the voter takes the blame for the effect of his vote.

The Transcendent Nation

Anglecynne intends two-in-one: the restoration and transcendence of personal responsibility is the unbuilding and redundancy of the state. THE TRANSCENDENT NATION IS THE CONDOMINIUM OF KING EVERY MAN.

Transcendent Democracy

Anglecynne points out that democracy requires voter responsibility and the eradication of the politician. Anglecynne suggests a DEMOCRACY WITHOUT THE PLAGUE OF POLITICIAN. Every adult has a livelihood. As such every adult is in a GUILD. The guild regulates the livelihood in all its doings. The members progress from apprentice to journeyman to master to grandmaster according to the acknowledged quality of their work.

Witanmeet

There is one special grandmaster. He is elected to the supreme honour and duty of membership of the institution to replace alien parliament. This is the Witanmeet. THE WITANMEET HOLDS THE FINAL RESPONSIBILITY FOR THE WELL-BEING OF THE NATION. Since the election to membership is for life, the guild will be careful whom it elects. The name is the modernisation of the old name Witangemot. The name means the meeting of the wise men of the nation. The Witangemot replaced the folkmoot of the nation when decision-making by the meeting of all the free folk became impractical. The Witangemot was for the well-being of Anglecynne, whereas Parliament was for baronial conflict with the Norman king. The Witangemot consisted of the elders or aldermen. So shall the Witanmeet. The naturally-selected order of the generations is the young work, the middle aged manage, the old rule.

Eldership is unique to this species. Since Natural Selection must continue to operate within the Human, Eldership or the grandparenthood is of course its achievement.

The Witanmeet is profoundly CONSERVATIVE. It has as many grandmothers as grandfathers.

The Witanmeet appoints the ministers, if necessary. Since the guilds manage their own livelihoods, they can appoint their own ministers. The organic way is the teacher in the classroom is also hierarchically responsible for administration and policy of education.

The crucial guild is the Money Guild. The Money Guild manages national money. It is parsimonious and suspicious and ever conscious of inflation. Within these conservative limitations, it is willing to lend. It taxes. It borrows. To lend to the National Bank without usury is not pointless. It keeps your savings safe and allows your savings to be useful in the maintenance of economic health and sanity. The National Bank is organised Organically: the Chancellor of the Exchequer in every village bank.

Thus it is possible to have democracy without parliament, politician or state.

Local Authority

The return of responsibility is the return of local authority. The absence of local authority is the intent of the jealous state. The absence is a communal vacuum, is communal disintegration. Local authority is STREET AUTHORITY. Street authority is the elected Street Reeve. His job is good order and the keeping of the peace. His absence is the presence of crime: his presence is the absence of crime.

The street reeves elect the PORTREEVE whose business is the Borough. (The foreign name is ‘mayor’.)

PERSONAL CHOICE IS ORGANICALLY DESTRUCTIVE. The Borough will be as it was, nearer a tribe than a transit lounge. Not ‘which school shall we choose?’ Instead: OUR school. Not ‘which hospital?’ Instead: OUR hospital.

The portreeves elect the SHERIFF (the reeve of the shire). In between the borough and the shire is the HUNDRED. The revival of the Hundred is an urgent necessity in rural areas as the English try to stitch England back together again.

Local loyalty is the foundation of national loyalty. Local loyalty is Home is as good as a feast. LOCAL LOYALTY IS A SURVIVAL NECESSITY.

The Return of Authority

The Return of Responsibility is the Return of Authority. Authority is naturally selected for this species: the alpha male conserved through all the subsequent evolution of Humanity. Authority is to the nation what the sun is to the planets: keeps all in order. Remove the sun, the planets are disordered. Authority is not the committee, is not the democracy, authority is the One. The Romans recognised this, and in times of crisis elected the dictator. Cincinnatus was a very unwilling dictator, did his dictatorial duty and returned to his farm. The One of authority has traditionally been expressed as various forms of kingship.

The Evolution of Authority

However over time Kingship developed virtues. Most of these descend from the Alpha Male. Not being a Controllist, the King did not need to control people; he left them to get on with their business. The King was defender of the kin; leadership meant just that: The King led his men to war, he did not send them. The King was aware of his kingdom as a whole. The King maintained his kingdom. The King was not reactive; the King was proactive; the King improved his kingdom. The King accepted responsibility. The King was bound by his word. The King accepted the Rule of Law that law was other than the King’s word.

In Anglecynne’s theory, the King was the good father who raises his child for his inheritance. This is what Anglecynne means by your right is your responsibility. YOU ARE TO INHERIT AND EXERCISE THE VIRTUES OF KINGSHIP.

The Meek and Compulsory Responsibility

The Meek have been the curse of Humanity. THE MEEK WILFULLY REFUSE RESPONSIBILITY. By an act of will the Meek leave governance to others. Rarely the others the Meek leave it to have been virtuous, commonly they have been vicious. If Humanity is to survive this must cease. Anglecynne intends COMPULSORY RESPONSIBILITY.

Voter responsibility is real or TRANSCENDENT DEMOCRACY. Transcendent Democracy is THE CONDOMINIUM OF KING EVERYMAN. I am the Lord of the Manor of England, and my pleasure is the well-being of my Manor.

The Borough

Not long ago every town in this England was A SURVIVAL STRONGHOLD. Each was a BOROUGH. Boroughs were more than just towns.

A borough enjoyed intense loyalty, togetherness, family-continuity and independence. A borough contained its own authority, its own law-making authority, its accountable police. A borough was a hub of communication. A borough contained its own emergency response. A borough maintained and repaired itself with its skilled craftsmen. A borough supplied you with your shopping-needs. A borough educated you and kept you informed. A borough was all you needed. A borough had its feast days, and sport. A borough was intensely proud: it didn’t drop litter, it didn’t neglect its monuments, its gravestones, its traditions. A borough like a village was community in its real, its biological sense.

STATE JEALOUSY abolished the borough. STATE JEALOUSY IS TRYING TO DESTROY THE SHIRES. The State allows loyalty only to itself: shire and borough are potentially subversive. Shire and borough (and hundred) were the most enduring administrative system in history, another work of English genius. A FATAL ECONOMY destroyed the borough. Economism has no time for boroughs. It only tolerates consumers.

Foreign Policy

Anglecynne has a Foreign Policy. IF I WANT MY ENGLAND, THE PALESTINIAN WANTS HIS PALESTINE. Man is his nations: Earth Rights: Every Man has his Anglecynne.

England is enough for me. Wisdom is to know your Home; happiness is to be at Home; peace is every man at Home.

Anglecynne will RECOGNISE the Nationhood and Earth Right of such occupied and oppressed peoples as the Palestinians, Tibetans and Kurds. Anglecynne recognises the fact of the state as it recognises the fact of dinosaurs, but refuses recognition of such dinosaurian concepts as state sovereignty, property, title, ownership and possession. Having got rid of the king, it is time to get rid of his instinct of royal property.

Anglecynne asserts that the European Union is the matrix of future wars of independence as the foolish nations of Europe struggle to throw off the boa constrictor that they themselves have wrapped around their necks. Continentals are afraid of freedom: they still yearn for Caesar.

Anglecynne will end tourism. Tourism has made a whore of the whole world. Anglecynne will institute out-visas, which will not require a bureaucracy since Anglecynne will issue none.

ONE EARTH: ONE SURVIVAL. England’s survival does not end with England. One Earth: One Survival. Anglecynne recognises that the Whiteman has too much of the World. Anglecynne intends that the destroyer of nations shall become the restorer of nations. Anglecynne insists that the first duty that the English owe to the rest of Humanity is to keep healthy. Healthy English is healthy earth, race and way. You cannot be a good neighbour if your house is disorder.
